The basis of the early intervention strategy is to detect when and where spruce budworm populations begin to rise and then target those areas for treatment. To accomplish this, it is essential to mobilize citizens, provincial governments, and woodlot owners. All play a role in the monitoring and detection of rising and migrating budworm populations with the goal of protecting our forests.
